I am not sure what this is, but I think that it is a colonial tunicate. The closest that I can get to it is a Strawberry Tunicate イチゴボヤ (Pseudodistoma sp.). The paired siphons are the individual tunicates and they should be on a common stalk like a mushroom. Next time I see one I will try to get a look at the stalk.
