White Wagtail (Motacilla alba) ハクセキレイ
The White Wagtail is usually found near water. They wag their tail a lot. There are many subspecies of Motacilla alba with this most likely being Motacilla alba leucopsis. There seems to be some disagreement on the naming, so I think that changes are coming.
